Gibson O’Connor built the first civic building in Whangaparaoa back-to-front. To accommodate a sloping site bounded by roads and a shopping centre, the highest levels of the building were constructed before the lower levels. The completed library is a dynamic, energy-efficient building that uses predominantly natural light and ventilation to provide the perfect environment for 60,000 books, and a meeting place for local citizens.
